1. Position

a. TRICARE Medical Director – performs duties as required as Medical Director, including approval of TRICARE Policy Manual changes, recommending exceptions to policy, advising appeal and hearings division and acts as final authority on medical necessity/benefits coverage issues. Functional corporate Medical Director for 8.4 million covered lives. Reporting authority for 24 regional Medical Directors (military and contract civilian) throughout the enterprise.

b. Director, Financial Analysis and Integration - Conducts complex program analysis and develops financial management recommendations for the Executive Director, TRICARE Management Activity (TMA). Directs the development and integration of Resource Models for the Defense Health Program (DHP) in support of Planning, Programming, and Budgeting System (PPBS). Directs managers of the financial implications of the Managed Care Support Contracts. Directs the program managers for the Medical Expense and Performance Reporting System (MEPRS) and the Uniform Business Office (UBO). Represents Resource Management interests on Information Management/Information Technology policy and prioritization boards. Formulates division fiscal year budgets, manages multi-million dollar support contracts, allocates personnel and travel resources. Directs the development of managed care financing methodologies for the Military Health System (MHS) to include allocation based on capitation. These methodologies are used to develop the DHP, Program Objective Memorandum (POM) and the budget. They are also utilized to determine funding distribution to the DHP components (i.e., Army, Navy, Air Force, TMA).
